MINUTES An informational meeting was called at 5:30 PM to discuss the proposed levy increase for the Crawford County Ambulance Service. Earl Deckard, Don Richart, and Ron Williamson discussed the financial condition of the service and the need for an increase. Costs are rising due to increases in insurance, fuel and labor. Medicare and other providers are slow in paying for services provided. In order to continue the service, more funds are needed. The Palestine Village Board of TrusteesThe proposed levy increase will cost about $20 per tax bill. The Palestine Village Board is in support of the proposed levy increase, and encourages the County Board to adopt the levy increase. Twelve persons were in attendance showing support for the increase. Meeting adjourned at 6:10 PM. The Palestine Board of Trustees met in regular session on November 2, 2006, at 6:10 PM. Trustees answering the roll call were Gene Purcell, Greta Dennison, David Branson, Larry Surrells, and Larry Miller. Walter Fritchie was absent. Chief Jim Clark and Margaret Littlejohn were also absent. Visitors present were Bob Taylor, Daily News Reporter, Tom Osborn, WTAY News Reporter, Chris Ford, Dee Fulling, and Jay Holtzhouser. The meeting began with all in attendance reciting the Pledge of Allegiance. The minutes of the October meeting were unanimously approved as presented. OLD BUSINESS The case of Jackie Murdock vs. the Village of Palestine has been closed without any award. The new copy machine has been ordered. Delivery is expected soon. Final accounting for the Outdoor Warning Siren System is included
in the packet of materials supplied. The system has been reprogrammed
to activate through the Marathon Refinery and the LaMotte Fire District.
Regular testing will be conducted on the first Wednesday of each month
at 11:30 AM. NEW BUSINESS An Employee Christmas Party to be held on Friday, December 1, was approved by consensus. Leadership Crawford County is proposing to bring RIDES Mass Transit to Crawford County. RIDES operates in eleven adjacent counties to the south of Crawford County. It provides rides for anyone in the county needing transportation. The system operates on grants and per ride charges. It can provide transportation to medical facilities and will be paid by insurance companies that pay for these services in their contract. David Branson moved, seconded by Larry Surrells, that we support this program. Motion passed unanimously. A large number of computer disks and diskettes have accumulated in the office safe. These disks have computer programs and data that are outdated. All of the data has been stored on hard copies in the storage room. Much of the data on the disks is not accessible to our updated computers. Clerk Fuller suggested that these diskettes by destroyed. Larry Surrells moved, seconded by David Branson, that the diskettes by destroyed. Motion passed unanimously. Mayor Schofield announced that Christmas Decorations in the Village would be installed starting next week. She is requesting voluntary help for the project. Three trustee positions must be filled in the April 2007 election.
Materials for filing are present in the Village office. Filing dates
for the position of Trustee are: Sewer Committee Chairman, David Branson, reported on the survey of
conditions of the sewer department. Motors used in the lift stations
have been rewound too many times. Rewinding should only be done once
in the life of a motor. The two Tazer guns provided the local police department last year have been very effective in deterring physical contact with individuals. An attachment containing a camera, microphone, and infrared light is now available for $400 each. The recording capacity can be used to verify any altercation involving our officers and perpetrators. Larry Miller moved, seconded by Greta Dennison, that we purchase two attachments at a cost of $400 each. The motion passed unanimously. Mayor Schofield announced that the Crawford County Tourism has sent a $2,000 check as a donation for the Palestine Mini-Park Fund. COMMITTEE REPORTS Sewer Committee: Chairman David Branson reported on the sewer facilities
at the new grade school. There are 64 toilets, 22 washbasins, and 28
sinks. Using
our normal institutional rates, the monthly charge would be $37.25. Streets, Sidewalks and Alleys Committee: Chairman Larry Surrells reported that sidewalk repairs are continuing and that drain work is needed in some locations. Larry Miller moved to adjourn.
